GUIDELINES FOR PARTNERING WITH OTHER MINISTRIES USING DISTRICT RESOURCES...

 

"Guidelines for Partnering with Other Ministries Using District Resources" has been developed as a supplement to the district assembly finance committee report.

A. The Pittsburgh District is committed to being good stewards of the resources given to it by the local churches.

B. The District will seek to use those resources in ways that help build the Kingdom of God, regardless of who is doing the ministry.

C. The District will share authority for the use of resources to the ministries with whom it partners.

D. The District will seek to resource ministry in keeping with its four core values of strengthen local churches, develop leadership, build community, and be missional.

E. Ministries may submit a ministry plan with request for resourcing assistance. This plan will be considered and approved by the District Advisory Board. Resources may be provided up to the requested amount provided adequate resources are available.

F. The following guidelines are suggestions to guide the District in its stewardship and administration of resources:

a. Strengthen Local Churches - A local ministry must involve at least one other local congregation in its ministry plan. The District may be requested to provide up to 33% of the needed resources. This support shall be reviewed annually.

b. Develop Leadership - A local ministry must involve clergy or laity beyond those in a single local church. The District may be requested to provide up to 33% of the needed resources. This support shall be reviewed annually.

c. Build Community - A local ministry must involve at least one other local congregation or a community partner. The District may be requested to provide up to 33% of the needed resources. This support shall be reviewed annually.

d. Be Missional - A local ministry must be willing to seriously explore the possibility of starting a new church. The District will return 25% of the District Ministries Fund submitted by the sponsoring local church after the request is approved. These funds may be automatically renewed the second year upon submission of a progress report. Funds may be requested for the third and subsequent years if a work has been started that may lead to a new church start.

G. A local ministry is defined as any congregation, board, committee, or non-profit organization affiliated with the Pittsburgh District Church of the Nazarene. Further, this definition will be extended to include a pastor or lay person whose ministry has been recognized and approved by a local church board and to whom the individual is accountable.

H. Resource is defined as anything that is owned, managed, or controlled by the Pittsburgh District Church of the Nazarene. This includes, but is not limited to, the District Ministries Fund, reserve funds, equipment, property, and personnel. Where the percentage of support (see F) is not easily determined or not applicable, the District Advisory Board may approve the resource request.
